Now, is the information 100% valid? Is it true that Mikoto Uchiha wanted to adopt Naruto?
In the manga, anime, and databooks, there is no explicit explanation or depiction of Mikoto intending to adopt Naruto.
There is a scene where Mikoto visits Konoha Hospital after the Kyūbi incident. She observes Naruto, who is still a baby, from outside the room. This is one of the reasons why Itachi learns confidential information about Naruto as the son of the Yondaime Hokage. He accompanied his mother to the hospital at that time.
